The bill establishes new requirements for organizations that sponsor or administer extracurricular interscholastic athletics, including the creation of a conference realignment committee. This committee will be responsible for overseeing conference affiliations and relationships among member high schools, ensuring that changes to conference memberships are made only upon their approval. The bill defines "extracurricular interscholastic athletics" and "organization" as the Iowa high school athletic association and the Iowa girls high school athletic union, or their successors.

Effective July 1, 2025, school districts and accredited nonpublic schools will be prohibited from using state funds to pay dues or membership fees to these organizations unless they comply with the new requirements. These include developing a policy for the conference realignment committee, which will review requests for conference changes, consider various factors such as enrollment and travel distances, and provide an expedited review process for such requests. Additionally, member schools must offer extracurricular activities for both boys and girls across all seasons, and those that withdraw from a conference without approval will face restrictions on competing in the same activity for two years. The state board of education is tasked with adopting rules to implement these provisions.
