This bill aims to enhance the evaluation and deterrence of domestic abuse threats in Iowa. It mandates that peace officers conduct a threat evaluation of individuals identified as the primary physical aggressor when no arrest has been made, utilizing a checklist developed by the Department of Justice. If the evaluation indicates a significant threat, the officer is required to provide the aggressor with informational materials addressing the root causes of domestic abuse. Additionally, if an arrest occurs, a threat evaluation must be performed before the individual's release, and the results must be sent to the appropriate judicial department of correctional services.

The bill also requires the Department of Justice to create and disseminate informational materials for both victims and primary physical aggressors. These materials will include resources for financial assistance, mental health services, legal aid, and other support systems aimed at addressing and preventing domestic abuse. Furthermore, the bill establishes a system for best practices based on threat evaluations and encourages collaboration with public and private agencies to provide training and education to primary physical aggressors to help identify and resolve issues related to domestic abuse.
