The bill amends Section 257.14 of the Iowa Code to provide budget adjustments for school districts affected by natural disasters. Specifically, it establishes that for the budget year starting July 1, 2016, and for subsequent years, a school district can receive a budget adjustment equal to the difference between the regular program district cost for that year and 101% of the regular program district cost for the base year.

Additionally, if a school district has received a budget adjustment in the base year and has been impacted by a natural disaster—declared by the president of the United States or the governor of Iowa—during the base year or the year preceding it, the district will be eligible for an additional budget adjustment. This additional adjustment will be equal to the amount of the budget adjustment received in the base year, thereby providing further financial support to districts recovering from the effects of a natural disaster.
