The College Finance Transparency Act mandates that institutions of higher education under the control of the state board of regents publicly disclose detailed financial information on their websites. This includes budgets and expenditures of $50,000 or more, vendors providing goods or services of that amount, and all written contracts. The information must be easily accessible from the institution's homepage, searchable by keywords, and available without requiring user registration. Additionally, the information must be updated regularly and remain accessible for at least ten years.
The bill outlines specific details that must be included in the financial disclosures, such as annual budgets for each administrative unit, budgeted salary reports, and a transaction register detailing all expenditures. It also requires reporting on expenditures related to diversity, equity, and inclusion initiatives. Any information that is prohibited from public disclosure by law must be redacted. The provisions of this Act will take effect on December 1, 2025.
