The bill aims to modernize nutrition programs in Iowa, specifically the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Supplemental Nutrition Assistance Program (SNAP). It mandates the Department of Health and Human Services (HHS) to create an integrated eligibility determination application for both programs and to utilize available federal waivers to enhance remote services for WIC. Key initiatives include streamlining eligibility for WIC applicants who are enrolled in SNAP or Medicaid, enabling automatic online loading of benefits to WIC nutrition cards, and allowing online shopping with these cards.

Additionally, HHS is required to request federal approval for any necessary waivers or state plans to implement these modernization initiatives and to proceed with implementation upon receiving such approval. Within thirty days after the first six months of implementation, HHS must submit a report to the General Assembly detailing the outcomes of the initiatives, evaluating the feasibility of statewide expansion, and projecting the impact of such expansion.
