It permits the use of nonpermanent overlays or stickers, approved by the department of transportation, to display the new speed limits on existing signs until they can be replaced according to the county's replacement schedule. The bill maintains penalties for exceeding speed limits, classifying such offenses as simple misdemeanors with fines that vary based on the degree of the speed violation.
