This bill amends the administration of statewide summative assessments for students enrolled in online schools, specifically those operated by school districts, accredited nonpublic schools, and charter schools. It removes the previous requirement that the rules apply starting from the school year beginning July 1, 2018, and instead establishes that the rules will apply moving forward. The bill introduces new provisions that allow these educational institutions to conduct state assessments in an online format that mirrors the students' regular academic instruction, provided certain conditions are met.
The new conditions stipulate that assessments must be scheduled by designated school personnel, conducted in a synchronous session managed by the same personnel, and monitored by an assessment proctor via a video feed. Additionally, the bill mandates a maximum ratio of ten students per assessment proctor and requires that students remain in the assessment session until instructed otherwise. Finally, it ensures that an assessment administrator verifies the submission of the assessment by the student. The state board of education is tasked with adopting rules to implement these new provisions.
