This bill amends the duties of the Iowa Department of Natural Resources (DNR) concerning air quality reporting and emissions management. It modifies the annual reporting requirement for greenhouse gas emissions, changing the timeframe from the previous calendar year to emissions that occurred two calendar years prior to the current year. This adjustment aligns the state's reporting with the annual statewide greenhouse gas inventories conducted by the United States Environmental Protection Agency (EPA). If the EPA completes its inventory, it can satisfy the state's reporting requirement. Additionally, the bill removes specific references to rules regarding emission fees and operating permits that have been realigned within the Iowa administrative code.

Furthermore, the bill repeals the requirement for DNR to create a greenhouse gas inventory by collecting data from producers and coordinating with the EPA, as well as the establishment of a voluntary greenhouse gas registry. These changes reflect the reliance on existing federal regulations for greenhouse gas reporting and registry requirements, thereby streamlining the DNR's responsibilities in this area. The bill also eliminates a provision that mandated the environmental protection commission to adopt rules for certifying solid waste incinerator operators.
