This bill mandates the Iowa Board of Pharmacy to establish rules by October 31, 2025, ensuring that individuals who are blind, visually impaired, or have print disabilities have appropriate access to prescription drug labels, bag tags, and medical guides. The measures must be provided at no additional cost and in a fully accessible format, with information delivered within a comparable timeframe to that provided to individuals without disabilities. The board is also required to seek input from affected individuals during the rule-making process.
Additionally, the rules must adhere to the guidelines from a December 2016 report by the United States Government Accountability Office regarding accessible prescription drug labels. The board is tasked with creating a public notification system to inform individuals about the availability of accessible materials, including audio formats. A report detailing the progress of these implementations, recommendations for further accessibility improvements, and projected costs for enhanced dispensing fees must be submitted to the governor and the general assembly by January 1, 2026.
