This bill amends Iowa law to eliminate the time limitations for bringing civil actions related to sexual abuse, human trafficking, or sexual exploitation of minors. Specifically, it introduces a new subsection (11A) to Section 614.1, stating that no time limitation shall apply to actions for damages resulting from these offenses, regardless of the theory of liability. Additionally, it modifies the existing subsection (12) to clarify that actions for damages due to sexual exploitation by certain professionals must still be initiated within five years of the last treatment or enrollment, but it removes references to sexual abuse in this context. The bill also repeals Section 614.8A, which previously imposed a four-year limitation for civil actions of sexual abuse against a child discovered after reaching the age of majority.

Furthermore, the bill revives any claims that were previously dismissed due to being time-barred or for failure to file a petition, allowing victims to pursue their cases. It also specifies that the statutes of limitations for state tort claims and governmental subdivisions do not apply to these types of actions. The bill is deemed of immediate importance and takes effect upon enactment.
