This bill amends the existing law regarding the driving privileges of individuals holding a special minors restricted driver's license in Iowa. It introduces provisions that allow these licensees to operate a motor vehicle unsupervised to attend religious worship services or participate in volunteer service programs at their established place of religious worship. The driving distance for these activities is limited to no more than 25 miles from the licensee's residence, and the licensee must be in immediate possession of their license card.

Additionally, the bill modifies the restrictions on when a licensee can operate a vehicle by including "religious worship service" and "volunteer service program" alongside existing activities such as school and work. Violations of these restrictions remain classified as simple misdemeanors, with penalties including a $70 fine and a three-month suspension of the license, along with a prohibition on obtaining an intermediate license for an additional three months after the individual turns sixteen.
