This bill amends Section 48A.7A of the Iowa Code to require individuals who register to vote on election day or while casting an in-person absentee ballot to cast a provisional ballot. The absentee and special voters precinct board will then verify the voter's eligibility and count the provisional ballot only if the voter is determined to be eligible. This change replaces the previous provision that allowed voters to cast a regular ballot if their eligibility could be verified using an electronic poll book at the polling place.

The bill also includes specific deletions from the current law regarding the verification process for voters who register at polling places with and without access to electronic poll books. Notably, the requirement for precinct election officials to verify a voter's felony conviction status and the restoration of voting rights has been retained, but the process for handling ballots has shifted from regular to provisional ballots for those registering on election day or during in-person absentee voting.
