It allows nonprofit organizations exempt from federal income taxation under sections 501(c)(3) or 501(c)(19) of the Internal Revenue Code to apply for approval to issue organization decals. The bill also eliminates the previous requirement of receiving 250 orders before the Department of Transportation (DOT) can produce or issue special registration plates, instead mandating the design and issuance of decals that can be displayed on existing registration plates.
Additionally, the bill establishes a fee of $10 for a pair of decals, which will be deposited into the road use tax fund, with monthly transfers to the veterans license fee fund. It requires the DOT to contact applicants who previously paid a start-up fee for special registration plates to inform them of the new decals and offers them the option to receive a refund or the decals along with the appropriate plates. The bill aims to streamline the process for veterans to display their military honors on their vehicles while ensuring that the associated fees support veteran-related funds.
