This bill amends existing Iowa law regarding special registration plates associated with military service by replacing the term "plates" with "decals" in several sections, specifically for the combat infantryman badge, combat action badge, combat action ribbon, air force combat action medal, and combat medical badge. It allows nonprofit organizations exempt from federal income taxation under sections 501(c)(3) or 501(c)(19) of the Internal Revenue Code to apply for approval to issue these decals. The bill also establishes that the Iowa Department of Transportation (DOT) will design and issue separate decals for these military honors, which can be displayed on registration plates that have space reserved for decals.

Additionally, the bill eliminates the previous requirement for a minimum order of 250 special registration plates before production could begin and instead sets a fee of $10 for a pair of decals. The fees collected will be deposited into the road use tax fund, with monthly transfers to the veterans license fee fund. The DOT is tasked with contacting applicants who previously paid a start-up fee for special plates to inform them of the new decals and offer them a refund option. The surviving spouse of a service member can continue to use the decals under certain conditions, including registration in their name.
