The bill amends Section 483A.24 of the Iowa Code regarding special landowner turkey hunting licenses. It allows the department to issue one wild turkey license annually, free of charge, to either the owner of a farm unit or a member of the owner's family, as well as to the tenant or a member of the tenant's family, but not to both. The licenses are valid only on the specific farm unit for which the applicant qualifies and are equivalent to the least restrictive license under section 481A.38. Notably, the owner or tenant does not need to reside on the farm unit to qualify for the license.

Additionally, the bill modifies the conditions under which the free turkey hunting licenses can be used. It removes the requirement for the licenses to be valid only during specific bow or firearm seasons and instead allows them to be used during any open turkey hunting season, provided that the method of take is authorized for that season. Each license issued will permit the holder to harvest one wild turkey without the need to designate a specific season of use.
