Under the new provisions, the names, addresses, and personally identifiable information of such prize winners will be kept confidential if they choose to remain anonymous at the time of claiming their prize. This confidentiality is contingent upon the winner not opting for installment payments and includes stipulations for legal entities claiming prizes. The bill also allows for the release of a winner's city or county of residence and permits the sharing of personally identifiable information with the Department of Health and Human Services or as required by law.

Additionally, the bill clarifies that operational security measures and systems of the Iowa lottery, which are already confidential, will now explicitly include security plans and procedures that ensure the integrity of lottery operations and the selection process for winning tickets. The changes will take effect for lottery prize claims occurring on or after January 1, 2026.
