The bill designates the American cream draft horse as the official state horse of Iowa. This breed is notable for being the only draft horse breed native to the United States and has historical ties to Iowa, tracing its lineage back to a mare named Old Granny, foaled in the state around the early 1900s. The breed was officially recognized by the Iowa Department of Agriculture in 1950 and has distinct characteristics, including a cream coat and amber-colored eyes, which are attributed to the champagne dilution gene.

In addition to the designation, the bill mandates that the state records commission collaborate with the American cream draft horse association to obtain and display appropriate images and representations of the breed in the state historical museum. Furthermore, the editor of the Iowa official register is instructed to include a picture and commentary about the American cream draft horse alongside other state symbols such as the state rock, flower, bird, and tree.
