The bill modifies the national guard service scholarship program in Iowa, which is administered by the college student aid commission. It establishes that scholarship awards will not exceed the resident tuition rate set by the state board of regents and introduces a new provision stating that awards shall also not exceed the difference between the tuition rate at the institution attended by the national guard member and any financial aid received under specified federal programs. Additionally, the bill ensures that scholarship awards will not be less than fifty percent of the resident tuition rate or fifty percent of the tuition rate at the institution attended, whichever is lower.

Furthermore, the bill removes the existing provision that eligibility and scholarship award determinations should not be based on the national guard member's unit, the location of drills, or whether the member belongs to the Iowa army or air national guard. It also clarifies that if the appropriated amount for scholarships in a fiscal year is insufficient, the adjutant general, in coordination with the commission, will determine the distribution of scholarships among eligible applicants.
