This bill amends various sections of Iowa's property law, specifically addressing manufactured or mobile home retailer licenses, rental agreements, and notice requirements. It redefines "rent" to include base rent, utilities, late fees, and other payments made by tenants to landlords under rental agreements. The bill also clarifies the computation of time for service completion, stating that the first day is excluded while the final day is included, regardless of weekends or federal holidays. Additionally, it modifies the enforcement of prohibited provisions in rental agreements, allowing landlords access to mobile homes after a removal order to secure the property.

Furthermore, the bill establishes that notices delivered by posting and mailing to all tenants and unknown parties in possession are considered sufficient notice to all parties involved. It allows for earlier service of notice in forcible entry and detainer cases and extends the period of peaceable possession from 30 to 90 days before a proceeding can be initiated. Lastly, it permits the disposal of any personal property left behind after a tenant's removal, excluding mobile homes and their contents unless the mobile home is the premises.
