The policy must prohibit students, faculty, and staff holding nonimmigrant visas from publicly endorsing terrorist activities or organizations, with specific provisions for investigation and enforcement in cases of violations. Consequences for violations include suspension or termination of employment for at least one year for a first offense and permanent expulsion or termination for a second offense.

Additionally, the bill empowers the attorney general to enforce compliance with these policies, investigate suspected violations, and compel institutions to produce relevant documents. If a non-regents institution is found in violation, it will become ineligible for state tuition grants for the following academic year. The act will take effect on December 31, 2025.
