This bill amends the existing law regarding the statewide interoperable communications system (SICS) in Iowa, specifically focusing on the responsibilities of the SICS board. It establishes that the board is solely responsible for processing all applications for access to the SICS and cannot delegate this duty to any other committee or third party. Additionally, the bill ensures that applications will not be delayed by any external entities and mandates that they be forwarded to the board for approval at its next meeting after submission. The bill also clarifies that the board must provide voice and data access to qualified public entities and public service organizations, regardless of whether they have a contract with a governmental organization.
Furthermore, the bill introduces new definitions and eligibility criteria for access to the SICS, including various user levels based on the needs of public service organizations. It specifies that all costs related to equipment and programming for communications on the SICS will be the responsibility of the public service organizations, while the state will provide setup, training, and support at no cost. Importantly, organizations denied access or removed from the system can appeal the board's decision to an administrative law judge. The bill takes effect immediately upon enactment.
