The Freedom from Indoctrination Act aims to prohibit certain academic requirements related to diversity, equity, inclusion, and critical race theory at public institutions of higher education in Iowa. The bill mandates that the state board of regents establish a policy ensuring that students are not required or constrained to enroll in courses that include diversity, equity, inclusion, and critical race theory-related content to fulfill any academic degree program requirements. Additionally, it prohibits regents institutions from requiring faculty to incorporate such content or practices in their courses as a condition for approval or as part of performance assessments.
The bill allows for exemptions for academic programs that are primarily focused on racial, ethnic, or gender studies, but students cannot be compelled to enroll in these programs to meet other academic requirements. It also provides a mechanism for individuals to report potential violations to the attorney general, who can take action to enforce compliance. Importantly, the bill clarifies that it does not limit the academic freedom of instructors or the free discussion of ideas in the classroom. The provisions of this act will take effect for academic years beginning on or after July 1, 2026.
