This bill amends the definition and power output limitations for low-speed electric bicycles and pedestrian conveyances in Iowa. Specifically, it updates the language in Section 321.1, subsection 36A, to define a low-speed electric bicycle as a device equipped with a saddle or seat, two or three wheels, fully operable pedals, and an electric motor that produces not more than seven hundred fifty watts. The bill also clarifies that a pedestrian conveyance, as defined in Section 321.1, subsection 51A, includes any human-powered device that allows a pedestrian to move, as well as devices powered by an electric motor, provided that the motor also produces not more than seven hundred fifty watts.

The bill removes the previous language that limited the electric motor output to "less than" 750 watts and replaces it with "not more than" 750 watts, thereby maintaining the same maximum power output while clarifying the language. Additionally, it specifies that if an electric motor exceeds this power limit, the device will be subject to the regulations applicable to motor vehicles under Code chapter 321. This change aims to ensure that low-speed electric bicycles and pedestrian conveyances remain within defined safety and regulatory standards while allowing for the use of electric motors up to the specified wattage.
