The bill amends Section 257.14 of the Iowa Code to provide budget adjustments for school districts affected by natural disasters. Specifically, it establishes that for the budget year starting July 1, 2016, and for subsequent years, a school district can receive a budget adjustment equal to the difference between the regular program district cost for that budget year and 101% of the regular program district cost for the base year.

Additionally, if a school district has received a budget adjustment in the base year and has been impacted by a natural disaster—defined as a major disaster declared by the president of the United States or a state of disaster emergency proclaimed by the governor—during the base year or the budget year preceding it, the district will be eligible for an additional budget adjustment. This additional adjustment will be equal to the amount of the school district's budget adjustment for the base year.
