1 An Act relating to the driving privileges of unsupervised
2 persons issued a special minor’s restricted driver’s
3 license, and making penalties applicable.

1 Section 1. Section 321.194, subsection 4, paragraph b,
2 unnumbered paragraph 1, Code 2025, is amended to read as
3 follows:
4 A licensee may operate a motor vehicle unsupervised over
5 the most direct and accessible route between the licensee’s
6 residence, school of enrollment, location where the licensee
7 receives competent private instruction or independent private
8 instruction, place of employment, location for farm work or
9 farm-related work if the licensee resides on a farm or is
10 employed for compensation on a farm in this state, established
11 place of religious worship, and the closest service station,
12 for any of the following purposes, as applicable, provided
13 the driving distance between the point of origin and the
14 destination is no more than twenty-five miles, and the licensee
15 is in immediate possession of the license card:
16 Sec. 2. Section 321.194, subsection 4, paragraph b, Code
17 2025, is amended by adding the following new subparagraph:
18 NEW SUBPARAGRAPH. (06) To attend religious worship
19 services or participate in volunteer service programs at the
20 licensee’s established place of religious worship.
21 Sec. 3. Section 321.194, subsection 5, paragraph a, Code
22 2025, is amended to read as follows:
23 a. Operate the motor vehicle except during the hour
24 before and after the beginning and end of the licensee’s duly
25 scheduled courses of instruction, extracurricular activities,
26 work shift, farm work, or farm-related work, religious worship
27 service, or volunteer service program, as applicable.
28 EXPLANATION
29 The inclusion of this explanation does not constitute agreement with
30 the explanation’s substance by the members of the general assembly.
31 Under current law, a person between the ages of 14 and 18
32 is authorized to operate a motor vehicle without supervision
33 between certain approved locations, for certain activities, and
34 during certain times if the person (licensee) holds a special
35 minor’s restricted license.

1 This bill adds established places of religious worship to
2 the list of approved driving locations. The bill authorizes
3 a licensee to operate a motor vehicle for the purposes of
4 attending religious worship services or participating in
5 volunteer service programs at the licensee’s established
6 place of religious worship during the hour before and after
7 the service or program. In accordance with current law,
8 the driving distance between the point of origin and the
9 destination cannot be more than 25 miles.
10 A licensee who violates the restrictions of a special
11 minor’s restricted license commits a simple misdemeanor,
12 classified as a moving violation, punishable by a $70 scheduled
13 fine. Additionally, the department of transportation must
14 suspend the license for three months and is prohibited from
15 issuing an intermediate license to the person for an additional
16 three months following the person’s sixteenth birthday.
