This bill establishes an agriculture education grant program within the Iowa Department of Education aimed at expanding student access to instruction related to agriculture, food, and natural resources. It defines "agriculture education program" as instructional programs for students in grades nine through twelve and career and technical education in agriculture technology. The bill allows school districts to apply for grants to cover personal services costs associated with hiring teachers for additional instruction in agriculture education programs. Grants can cover up to 100% of costs for programs that have existed for less than ten years and 50% for all other programs.

Additionally, the bill creates an agriculture education grant program fund in the state treasury, which will be administered by the Department of Education and consist of appropriated funds and other received moneys. The funds must be used to supplement existing public funding for similar purposes and will not revert to the general fund at the end of the fiscal year. The Department is also tasked with developing a system to track the time teachers spend on instruction funded by these grants, and the state board of education is required to adopt rules for administering the program, including grant application materials and eligibility criteria.
