This bill mandates that the University of Iowa Hospitals and Clinics (UIHC) offer interviews for available medical residency positions to applicants specializing in obstetrics and gynecology, psychiatry, general surgery, cardiology, neurology, or primary care, provided they meet specific residency criteria. Eligible applicants must be residents of Iowa, have earned an undergraduate degree from an Iowa college or university, or have obtained a medical degree from a medical school in Iowa. Additionally, the bill requires UIHC to provide medical students from Iowa schools the opportunity to participate in audition clinicals relevant to their residency applications.

Furthermore, the bill stipulates that UIHC must submit an annual report to the governor and the general assembly by January 15 each year. This report will detail the audition clinicals and interviews conducted in the previous fiscal year, including information such as the medical schools attended by students or applicants, participation in audition clinicals and interviews, acceptance into residency programs, and the total number of residency positions filled by qualifying applicants.
