1 An Act relating to and making appropriations for state
2 government administration and regulation, including the
3 department of administrative services, auditor of state,
4 ethics and campaign disclosure board, offices of governor
5 and lieutenant governor, department of inspections, appeals,
6 and licensing, department of insurance and financial
7 services, department of management, Iowa public employees’
8 retirement system, public information board, department
9 of revenue, secretary of state, treasurer of state, and
10 utilities board.

1 FY 2024-2025 APPROPRIATIONS
2 Section 1. DEPARTMENT OF ADMINISTRATIVE SERVICES.
3 1. There is appropriated from the general fund of the state
4 to the department of administrative services for the fiscal
5 year beginning July 1, 2024, and ending June 30, 2025, the
6 following amounts, or so much thereof as is necessary, to be
7 used for the purposes designated:
8 a. For salaries, support, maintenance, and miscellaneous
9 purposes, and for not more than the following full-time
10 equivalent positions:

13 b. For the payment of utility costs, and for not more than
14 the following full-time equivalent positions:

17 Notwithstanding section 8.33, moneys appropriated

19 unencumbered or unobligated at the close of the fiscal year

2 (1) For salaries, support, maintenance, and miscellaneous
3 purposes, and for not more than the following full-time
4 equivalent positions:

7 (2) The department shall coordinate historical and cultural
8 activities with the tourism office of the economic development
9 authority to promote attendance at the state historical
10 building and at the state’s historic sites.
11 (3) Full-time equivalent positions authorized under
12 this paragraph are funded, in full or in part, using moneys
13 appropriated under this paragraph and paragraphs “f” and “g”.
14 f. For support of the state’s historical resources, and for
15 not more than the following full-time equivalent positions:

18 g. For administration and support of the state’s historic

23 2. Any moneys and premiums collected by the department
24 for workers’ compensation shall be segregated into a separate
25 workers’ compensation fund in the state treasury to be used
26 for payment of state employees’ workers’ compensation claims
27 and administrative costs. Notwithstanding section 8.33,
28 unencumbered or unobligated moneys remaining in this workers’
29 compensation fund at the end of the fiscal year shall not
30 revert but shall remain available for expenditure for purposes
31 of the fund in subsequent fiscal years.
32 Sec. 2. REVOLVING FUNDS —— DEPARTMENT OF ADMINISTRATIVE
33 SERVICES. There is appropriated to the department of
34 administrative services for the fiscal year beginning July
35 1, 2024, and ending June 30, 2025, from the revolving funds

1 designated in chapter 8A and from internal service funds
2 created by the department such amounts as the department deems
3 necessary for the operation of the department consistent with
4 the requirements of chapter 8A.
5 Sec. 3. STATE EMPLOYEE HEALTH INSURANCE ADMINISTRATION
6 CHARGE —— DEPARTMENT OF ADMINISTRATIVE SERVICES. For the
7 fiscal year beginning July 1, 2024, and ending June 30, 2025,
8 the monthly per contract administrative charge which may be
9 assessed by the department of administrative services shall be
10 $2.00 per contract on all health insurance plans administered
11 by the department.
12 Sec. 4. AUDITOR OF STATE.
13 1. There is appropriated from the general fund of the state
14 to the office of the auditor of state for the fiscal year
15 beginning July 1, 2024, and ending June 30, 2025, the following
16 amounts, or so much thereof as is necessary, to be used for the
17 purposes designated:
18 For salaries, support, maintenance, and miscellaneous
19 purposes, and for not more than the following full-time
20 equivalent positions:
21 .................................................. $ 1,035,752
22 ............................................... FTEs 98.00
23 2. The auditor of state may retain additional full-time
24 equivalent positions as is reasonable and necessary to
25 perform governmental subdivision audits which are reimbursable
26 pursuant to section 11.20 or 11.21, to perform audits which are
27 requested by and reimbursable from the federal government, and
28 to perform work requested by and reimbursable from departments
29 or agencies pursuant to section 11.5A or 11.5B. The auditor
30 of state shall notify the department of management, the
31 legislative fiscal committee, and the legislative services
32 agency of the additional full-time equivalent positions
33 retained.
34 3. The auditor of state shall allocate moneys from the
35 appropriations in this section solely for audit work related to

1 the annual comprehensive financial report, federally required
2 audits, and investigations of embezzlement, theft, or other
3 significant financial irregularities until the audit of the
4 annual comprehensive financial report is complete.
5 Sec. 5. IOWA ETHICS AND CAMPAIGN DISCLOSURE BOARD. There
6 is appropriated from the general fund of the state to the
7 Iowa ethics and campaign disclosure board for the fiscal year
8 beginning July 1, 2024, and ending June 30, 2025, the following
9 amount, or so much thereof as is necessary, to be used for the
10 purposes designated:

16 Sec. 6. GOVERNOR AND LIEUTENANT GOVERNOR. There is

18 of the governor and the lieutenant governor for the fiscal year

20 amounts, or so much thereof as is necessary, to be used for the
21 purposes designated:

23 For salaries, support, maintenance, and miscellaneous
24 purposes, and for not more than the following full-time

2 for the fiscal year beginning July 1, 2024, and ending June
3 30, 2025, the following amounts, or so much thereof as is
4 necessary, to be used for the purposes designated:

7 purposes, and for not more than the following full-time

23 b. By December 1, 2024, the department shall submit a
24 report to the general assembly concerning the department’s
25 activities relative to fraud in public assistance programs
26 for the fiscal year beginning July 1, 2023, and ending June
27 30, 2024. The report shall include but is not limited to a
28 summary of the number of cases investigated, case outcomes,
29 overpayment dollars identified, amount of cost avoidance, and
30 actual dollars recovered.
31 4. HEALTH FACILITIES
32 a. For salaries, support, maintenance, and miscellaneous
33 purposes, and for not more than the following full-time
34 equivalent positions:

2 b. The department shall make all of the following
3 information available to the public as part of the department’s
4 development efforts to revise the department’s internet site:
5 (1) The number of inspections of health facilities
6 conducted by the department annually by type of service
7 provider and type of inspection.
8 (2) The total annual operations budget for the department
9 that is associated with health facilities regulation, including
10 general fund appropriations and federal contract dollars
11 received by type of service provider inspected.
12 (3) The total number of full-time equivalent positions
13 in the department that are associated with health facilities
14 regulation, to include the number of full-time equivalent
15 positions serving in a supervisory capacity, and serving as
16 surveyors, inspectors, or monitors in the field by type of
17 service provider inspected.
18 (4) Identification of state and federal survey trends,
19 cited regulations, the scope and severity of deficiencies
20 identified, and federal and state fines assessed and collected
21 concerning nursing and assisted living facilities and programs.
22 c. It is the intent of the general assembly that the
23 department continuously solicit input from health facilities
24 regulated by the department to assess and improve the
25 department’s level of collaboration and to identify new
26 opportunities for cooperation.
27 5. EMPLOYMENT APPEAL BOARD
28 a. For salaries, support, maintenance, and miscellaneous
29 purposes, and for not more than the following full-time
30 equivalent positions:

33 b. The employment appeal board shall be reimbursed by the
34 department for all costs associated with hearings conducted
35 under chapter 91C related to contractor registration. The

1 board may expend, in addition to the amount appropriated under
2 this subsection, additional amounts as are directly billable
3 to the department under this subsection and to retain the
4 additional full-time equivalent positions as needed to conduct
5 hearings required pursuant to chapter 91C.
6 c. The employment appeal board may temporarily exceed and
7 draw more than the amount appropriated in this subsection and
8 incur a negative cash balance as long as there are receivables
9 of federal funds equal to or greater than the negative balance
10 and the amount appropriated in this subsection is not exceeded
11 at the close of the fiscal year.
12 6. FOOD AND CONSUMER SAFETY
13 For salaries, support, maintenance, and miscellaneous
14 purposes, and for not more than the following full-time
15 equivalent positions:

18 7. IOWA STATE CIVIL RIGHTS COMMISSION

24 b. The Iowa state civil rights commission may enter into
25 a contract with a nonprofit organization to provide legal

30 equivalent positions:

3 9. DIVISION OF WORKERS’ COMPENSATION
4 a. For salaries, support, maintenance, and miscellaneous
5 purposes, and for not more than the following full-time
6 equivalent positions:

9 b. The division of workers’ compensation shall charge a
10 $100 filing fee for workers’ compensation cases. The filing
11 fee shall be paid by the petitioner of a claim. However,
12 the fee can be taxed as a cost and paid by the losing party,
13 except in cases where it would impose an undue hardship or be
14 unjust under the circumstances. The moneys generated by the
15 filing fee allowed under this paragraph are appropriated to
16 the department to be used for purposes of administering the
17 division of workers’ compensation.
18 c. Notwithstanding section 8.33, moneys appropriated in
19 this subsection that remain unencumbered or unobligated at the
20 close of the fiscal year shall not revert but shall remain
21 available for expenditure for the purposes designated until the
22 close of the succeeding fiscal year.
