1 DIVISION I
2 LEGISLATIVE SALARIES
3 Section 1. Section 2.10, subsections 1, 2, and 8, Code 2024,
4 are amended to read as follows:
5 1. Every Subject to the annual adjustments provided in
6 subsection 8, every member of the general assembly except the
7 presiding officer of the senate, the speaker of the house,
8 the majority and minority floor leader of each house, and the
9 president pro tempore of the senate and speaker pro tempore
10 of the house shall receive an annual salary of twenty-five
11 thirty-five thousand dollars for the year 2007 2025 and
12 subsequent years while serving as a member of the general
13 assembly. In addition, each such member shall receive a per
14 diem, as defined in subsection 5, for expenses of office,
15 except travel, for each day the general assembly is in session
16 commencing with the first day of a legislative session and
17 ending with the day of final adjournment of each legislative
18 session as indicated by the journals of the house and senate,
19 except that if the length of the first regular session of
20 the general assembly exceeds one hundred ten calendar days
21 and the second regular session exceeds one hundred calendar
22 days, the payments shall be made only for one hundred ten
23 calendar days for the first session and one hundred calendar
24 days for the second session. Members from Polk county shall
25 receive an amount per day equal to three-fourths of the per
26 diem of the non-Polk county members. Each member shall receive
27 a three hundred dollar per month allowance for legislative
28 district constituency postage, travel, telephone costs, and
29 other expenses. Travel expenses shall be paid at the rate
30 established by section 8A.363 for actual travel in going to and
31 returning from the seat of government by the nearest traveled
32 route for not more than one time per week during a legislative
33 session unless the general assembly otherwise provides.
34 2. The Subject to the annual adjustments provided in
35 subsection 8, the speaker of the house, presiding officer of

1 the senate, and the majority and minority floor leader of each
2 house shall each receive an annual salary of thirty-seven
3 forty-seven thousand five hundred dollars for the year 2007
4 2025 and subsequent years while serving in that capacity. The
5 Subject to the annual adjustments provided in subsection 8, the
6 president pro tempore of the senate and the speaker pro tempore
7 of the house shall receive an annual salary of twenty-seven
8 thirty-seven thousand dollars for the year 2007 2025 and
9 subsequent years while serving in that capacity. Expense and
10 travel allowances shall be the same for the speaker of the
11 house and the presiding officer of the senate, the president
12 pro tempore of the senate and the speaker pro tempore of the
13 house, and the majority and minority leader of each house as
14 provided for other members of the general assembly.
15 8. Commencing upon the convening of the Seventy-eighth
16 Ninety-first General Assembly in January 1999 2026, and for
17 each calendar year thereafter, the annual salaries of members
18 and officers of the general assembly, as the annual salaries
19 existed during the preceding calendar year, shall be adjusted
20 by an amount equal to the average of the annual cost-of-living
21 pay adjustments negotiated for the members of the collective
22 bargaining units represented by the state police officers
23 council labor union, the American federation of state, county,
24 and municipal employees, and the Iowa united professionals for
25 the preceding fiscal year beginning July 1, 1997. For the
26 calendar year 2000, during the month of January, the annual
27 salaries of members and officers of the general assembly shall
28 be adjusted by an amount equal to the average of the annual
29 cost-of-living pay adjustments received by the members of those
30 collective bargaining units for the fiscal year beginning July
31 1, 1998. The annual salaries determined for the members and
32 officers as provided in this section for the calendar year 2000
33 shall remain in effect for subsequent calendar years until
34 otherwise provided by the general assembly.
35 Sec. 2. APPLICABILITY. The following apply upon the

1 convening of the Ninety-first General Assembly in January 2025:
2 The portion of the section of this division of this Act
3 amending section 2.10, subsections 1 and 2.

5 SALARIES OF STATEWIDE ELECTED EXECUTIVE OFFICIALS
6 Sec. 3. Section 7.8, Code 2024, is amended by striking the
7 section and inserting in lieu thereof the following:
8 7.8 Salary —— governor and lieutenant governor.
9 1. Subject to the annual adjustments provided in subsection
10 3, the governor shall receive an annual salary of one hundred
11 forty thousand dollars, and the lieutenant governor shall
12 receive an annual salary of one hundred thirteen thousand two
13 hundred twelve dollars. Payment of expenses and any per diem
14 of the lieutenant governor shall be as fixed by the general
15 assembly.
16 2. The salaries of the governor and lieutenant governor
17 shall be paid from moneys appropriated to the office of the
18 governor and lieutenant governor pursuant to any Act of the
19 general assembly.
20 3. For the fiscal year beginning July 1, 2025, and for each
21 fiscal year thereafter, the annual salaries of the governor and
22 lieutenant governor, as the annual salaries existed during the
23 preceding fiscal year, shall be adjusted by an amount equal
24 to the average of the annual cost-of-living pay adjustments
25 negotiated for the members of the collective bargaining
26 units represented by the state police officers council labor
27 union, the American federation of state, county, and municipal
28 employees, and the Iowa united professionals for the preceding
29 fiscal year.
30 Sec. 4. Section 9.5, Code 2024, is amended by striking the
31 section and inserting in lieu thereof the following:
32 9.5 Salary.
33 1. Subject to the annual adjustments provided in subsection
34 3, the secretary of state shall receive an annual salary of one
35 hundred thirteen thousand two hundred twelve dollars.

1 2. The salary of the secretary of state shall be paid from
2 moneys appropriated to the office of the secretary of state
3 pursuant to any Act of the general assembly.
4 3. For the fiscal year beginning July 1, 2025, and for
5 each fiscal year thereafter, the annual adjusted salary of the
6 secretary of state shall be adjusted as described in section
7 7.8, subsection 3.
8 Sec. 5. Section 11.30, Code 2024, is amended by striking the
9 section and inserting in lieu thereof the following:
10 11.30 Salary.
11 1. Subject to the annual adjustments provided in subsection
12 3, the auditor of state shall receive an annual salary of one
13 hundred thirteen thousand two hundred twelve dollars.
14 2. The salary of the auditor of state shall be paid from
15 moneys appropriated to the office of the auditor of state
16 pursuant to any Act of the general assembly.
17 3. For the fiscal year beginning July 1, 2025, and for
18 each fiscal year thereafter, the annual adjusted salary of the
19 auditor of state shall be adjusted as described in section 7.8,
20 subsection 3.
21 Sec. 6. Section 12.18, Code 2024, is amended by striking the
22 section and inserting in lieu thereof the following:
23 12.18 Salary.
24 1. Subject to the annual adjustments provided in subsection
25 3, the treasurer of state shall receive an annual salary of one
26 hundred thirteen thousand two hundred twelve dollars.
27 2. The salary of the treasurer of state shall be paid from
28 moneys appropriated to the office of the treasurer of state
29 pursuant to any Act of the general assembly.
30 3. For the fiscal year beginning July 1, 2025, and for
31 each fiscal year thereafter, the annual adjusted salary of the
32 treasurer of state shall be adjusted as described in section
33 7.8, subsection 3.
34 Sec. 7. Section 13.9, Code 2024, is amended by striking the
35 section and inserting in lieu thereof the following:

1 13.9 Salary.
2 1. Subject to the annual adjustments provided in subsection
3 3, the attorney general shall receive an annual salary of one
4 hundred thirty-three thousand six hundred sixty-nine dollars.
5 2. The salary of the attorney general shall be paid from
6 moneys appropriated to the department of justice pursuant to
7 any Act of the general assembly.
8 3. For the fiscal year beginning July 1, 2025, and for
9 each fiscal year thereafter, the annual adjusted salary of the
10 attorney general shall be adjusted as described in section 7.8,
11 subsection 3.
12 4. The salaries of the chief deputy attorney general and
13 other deputy and assistant attorneys general shall be such as
14 may be fixed by law.
15 Sec. 8. Section 159.19, Code 2024, is amended by striking
16 the section and inserting in lieu thereof the following:
17 159.19 Salary.
18 1. Subject to the annual adjustments provided in subsection
19 3, the secretary of agriculture shall receive an annual salary
20 of one hundred thirteen thousand two hundred twelve dollars.
21 2. The salary of the secretary of agriculture shall be paid
22 from moneys appropriated to the department pursuant to any Act
23 of the general assembly.
24 3. For the fiscal year beginning July 1, 2025, and for
25 each fiscal year thereafter, the annual adjusted salary for
26 the secretary of agriculture shall be adjusted as described in
27 section 7.8, subsection 3.
28 Sec. 9. EFFECTIVE DATE. This division of this Act takes
29 effect June 21, 2024.
30 EXPLANATION
31 The inclusion of this explanation does not constitute agreement with
32 the explanation’s substance by the members of the general assembly.
33 This bill relates to salaries of state elected officials.
34 DIVISION I —— LEGISLATIVE SALARIES. The bill increases
35 the salaries for members of the general assembly, including

1 specified officers, by $10,000 per year. The bill also applies
2 a cost-of-living adjustment equal to the average of the annual
3 cost-of-living pay adjustments negotiated for the members
4 of the collective bargaining units represented by the state
5 police officers council labor union, the American federation
6 of state, county, and municipal employees, and the Iowa united
7 professionals to salaries for members and officers of the
8 general assembly each year beginning in 2026. Pursuant to the
9 Constitution of the State of Iowa, the provisions increasing
10 the base salaries for members of the general assembly apply
11 upon the convening of the 91st General Assembly in January
12 2025.
13 DIVISION II —— SALARIES OF STATEWIDE ELECTED EXECUTIVE
14 OFFICIALS. The bill codifies and increases the salaries of
15 the governor, lieutenant governor, secretary of state, auditor
16 of state, treasurer of state, secretary of agriculture, and
17 attorney general by $10,000 per year. Beginning July 1, 2025,
18 the bill also applies a cost-of-living adjustment equal to
19 the legislative cost-of-living adjustment to salaries for the
20 statewide elected executive officials. This division takes
21 effect June 21, 2024.
