HOUSE RESOLUTION NO. 115

1 A Resolution honoring the nation of Taiwan.
2 WHEREAS, the state of Iowa established a
3 sister-state relationship with Taiwan in 1989, and
4 Iowa and Taiwan have enjoyed strong bilateral trade,
5 educational and cultural exchanges, and tourism; and
6 WHEREAS, on November 5, 2021, the Senate and House
7 of Representatives established the Iowa Statehouse
8 Taiwan Friendship Caucus, with bipartisan support,
9 the fourth such caucus established in midwestern
10 states; and
11 WHEREAS, Taiwan shares the same values of freedom,
12 democracy, human rights, the rule of law, peace, and
13 prosperity with the United States and Iowa; and
14 WHEREAS, the United States ranks as the second
15 largest trading partner of Taiwan, and Taiwan is among
16 the largest trading partners of the United States, and
17 trade between the United States and Taiwan reached more
18 than $127 billion in 2023; and
19 WHEREAS, Taiwan and Iowa have enjoyed a long and
20 mutually beneficial relationship with the prospect of
21 future growth, and Taiwan was the fourth largest export
22 market in Asia in 2023; and
23 WHEREAS, Taiwan and Iowa enjoy a strong partnership
24 through the new Iowa International Center on Partner
25 States Program; and
26 WHEREAS, to strengthen the Taiwan-Iowa bilateral
27 economic relationship, it is essential to support Iowa
28 businesses and to enhance economic engagement with

1 Taiwan based on the federal Taiwan Relations Act; and
2 WHEREAS, as the federal Taiwan Relations Act
3 stipulates that “[w]henever the laws of the United
4 States refer or relate to foreign countries, nations,
5 states, governments, or similar entities, such terms
6 shall include and such laws shall apply with respect to
7 Taiwan”, it is legitimate for Iowa businesses to refer
8 to Taiwan as “Taiwan” in conducting their business ties
9 with Taiwan; and
10 WHEREAS, negotiations for a bilateral trade
11 agreement between Taiwan and the United States are an
12 important step toward further strengthening bilateral
13 trade between the countries, thereby increasing Iowa’s
14 exports to Taiwan and creating bilateral investment and
15 technical collaboration through tariff reduction and
16 other trade facilitation measures; and
17 WHEREAS, Taiwan has undertaken a policy of
18 “steadfast diplomacy” in international relations,
19 and Taiwan is capable of and willing to fulfill its
20 responsibilities and to collaborate with the world
21 to deal with such challenges as humanitarian aid and
22 disease control; NOW THEREFORE,
23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
24 the House of Representatives reaffirms its commitment
25 to strengthening and deepening ties with Taiwan; and
26 BE IT FURTHER RESOLVED, That the House of
27 Representatives reaffirms support for the federal
28 Taiwan Relations Act and encourages Iowa businesses to
29 make reference to “Taiwan” when engaged in business
30 relations; and

1 BE IT FURTHER RESOLVED, That the House of
2 Representatives endorses the efforts of Taiwan to
3 secure the signing of a bilateral trade agreement
4 with the United States, and reiterates support for a
5 closer economic and trade partnership between Iowa and
6 Taiwan; and
7 BE IT FURTHER RESOLVED, That the House of
8 Representatives shall continue to support the
9 meaningful participation of Taiwan in international
10 organizations which impact the health, safety, and
11 well-being of the people of Taiwan, and supports
12 Taiwan’s aspiration to make more contributions
13 internationally.
