6 EXPLANATION
7 The inclusion of this explanation does not constitute agreement with
8 the explanation’s substance by the members of the general assembly.
9 Under current law, the Mississippi parkway planning
10 commission is composed of 10 members appointed by the governor.
11 This bill renames the commission as the Mississippi river
12 parkway commission (MRPC) and requires the 10 members to each
13 reside in a different county adjacent to the Mississippi river
14 in Iowa.
15 Current law requires seven advisory ex officio members
16 to serve on the MRPC, one each from the state transportation
17 commission, the natural resource commission, the state
18 soil conservation and water quality committee, the state
19 historical society of Iowa, the faculty of the landscape
20 architectural division of the Iowa state university of science
21 and technology, the economic development authority, and
22 the environmental protection commission. The bill requires
23 four advisory ex officio members, one member each from the
24 state department of transportation, the natural resource
25 commission, the economic development authority, whose primary
26 responsibility includes tourism, and the state historical
27 society of Iowa.
28 The bill requires the MRPC to submit a report regarding
29 the economic impact of the great river road on Iowa on or
30 before December 15 each year to the general assembly and to
31 the governor. As used in Code chapter 308, the “great river
32 road” means a scenic and recreational highway consisting of a
33 designated system of roads and streets along the Mississippi
34 river in Iowa.
35 The bill authorizes the MRPC to establish a technical

6 development authority, with such member being designated by the
