1 An Act providing for the use of appropriations to the economic
2 development authority for the certified site program, and
3 including effective date provisions.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. 2023 Iowa Acts, chapter 110, section 15,
2 subsection 1, paragraph a, subparagraph (1), is amended to read
3 as follows:
4 (1) For the purposes of providing assistance as described in
5 section 15.335B for the high quality jobs program:
6 .................................................. $ 11,700,000
7 (a) From the moneys appropriated in this subparagraph, the
8 economic development authority may use not more than $1,000,000
9 for purposes of providing infrastructure grants to main street
10 communities under the main street Iowa program and may allocate
11 not more than $300,000 for the purposes of supporting statewide
12 worker education and quality preapprenticeship programs.
13 (b) Notwithstanding section 15.335B, subsection 2, from the
14 moneys appropriated in this subparagraph, $300,000 is allocated
15 to the economic development authority for certification
16 costs associated with the authority’s certified site program.
17 Moneys allocated in this subparagraph division must be used to
18 certify sites in counties with a population of less than 50,000
19 according to the 2020 federal decennial census and to certify
20 at least two sites in each congressional district.
21 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate
22 importance, takes effect upon enactment.
23 EXPLANATION
24 The inclusion of this explanation does not constitute agreement with
25 the explanation’s substance by the members of the general assembly.
26 In 2023, the general assembly appropriated $11.7 million to
27 the economic development authority (IEDA) from the Iowa skilled
28 worker and job creation fund for FY 2023-2024 for purposes
29 of providing assistance for the high quality jobs program.
30 Pursuant to the appropriation, those moneys are also authorized
31 for use in FY 2024-2025.
32 This bill allocates a portion of that appropriation for
33 use by IEDA for certification costs associated with IEDA’s
34 certified site program. Moneys so allocated must be used to
35 certify sites in counties with a population of less than 50,000

1 (88 counties) and to certify at least two sites in each of
2 Iowa’s four U.S. congressional districts.
3 The bill takes effect upon enactment.
