HOUSE JOINT RESOLUTION
1 A Joint Resolution nullifying administrative rules of the state
2 racing and gaming commission relating to sports wagering
3 and fantasy sports contests and including effective date
4 provisions.
5 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. The amendments to 491 Iowa administrative code,
2 chapters 13 and 14, as appearing in ARC 7634C, as published in
3 the Iowa administrative bulletin, volume XLVI, number 17, dated
4 February 21, 2024, pp. 7268-7272, are nullified.
5 Sec. 2. EFFECTIVE DATE. This joint resolution, being deemed
6 of immediate importance, takes effect upon enactment.
7 EXPLANATION
8 The inclusion of this explanation does not constitute agreement with
9 the explanation’s substance by the members of the general assembly.
10 This joint resolution nullifies administrative rules of
11 the state racing and gaming commission relating to sports
12 wagering and fantasy sports contests. The administrative rules
13 establish additional procedures and requirements for wagering
14 and entry restrictions, account registration, advance deposit
15 wagering, system testing, and service provider operating
16 requirements.
17 The joint resolution takes effect upon enactment.
