1 An Act relating to autologous and directed blood donations.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 135.39F Autologous or directed
2 blood donations.
3 1. A blood bank that facilitates autologous or directed
4 blood donations shall comply with an individual’s request,
5 based on a physician’s order for a medical procedure that may
6 require a blood transfusion, for an autologous or directed
7 blood donation, unless the blood bank determines such donation
8 would result in an imminent risk to the individual’s life.
9 2. For the purposes of this section:
10 a. “Autologous blood donation” means a blood donation made
11 by an individual for the individual’s own use.
12 b. “Blood bank” means the same as defined in section 141A.1.
13 c. “Directed blood donation” means the donation of blood
14 or blood components for the purpose of transfusion into a
15 specified individual.
16 Sec. 2. NEW SECTION. 135B.36 Autologous or directed blood
17 donation.
18 1. If a hospital licensed under this chapter facilitates
19 blood donations, the hospital shall comply with an individual’s
20 request, based on a physician’s order for a medical procedure
21 that may require a blood transfusion, for an autologous or
22 directed blood donation, unless the hospital determines such
23 donation would result in an imminent risk to the individual’s
24 life.
25 2. For the purposes of this section, “autologous blood
26 donation” and “directed blood donation” mean the same as defined
27 in section 135.39F.
28 EXPLANATION
29 The inclusion of this explanation does not constitute agreement with
30 the explanation’s substance by the members of the general assembly.
31 This bill relates to autologous or directed blood donations.
32 The bill provides that a blood bank that facilitates autologous
33 or directed blood donations shall comply with an individual’s
34 request, based on a physician’s order for a procedure that may
35 require a blood transfusion, for an autologous or directed

1 blood donation, unless the blood bank determines the donation
2 would result in an imminent risk to the individual’s life. The
3 bill also provides that if a licensed hospital facilitates
4 blood donations, the hospital shall comply with an individual’s
5 request, based on a physician’s order for a procedure that may
6 require a blood transfusion, for an autologous or directed
7 blood donation, unless the hospital determines the donation
8 would result in an imminent risk to the individual’s life.
9 The bill defines “autologous blood donation”, “blood bank”,
10 and “directed blood donation” for the purposes of the bill.
