A BILL FOR
1 An Act relating to the college student aid commission’s
2 reporting requirements.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256.177, subsection 8, Code 2024, is
2 amended to read as follows:
3 8. Submit by January 15 annually a report to the general
4 assembly which provides, by program, the number of individuals
5 who received loan forgiveness or loan repayment state financial
6 aid funding in the previous fiscal year, the amounts paid to or
7 on behalf of the individuals under sections 256.205, 256.220,
8 and 256.224, and the institutions from which individuals
9 graduated, and that includes any proposed statutory changes and
10 the commission’s, other key program indicators, findings, and
11 recommendations. The report shall also include a description
12 of the methodology and manner in which the commission makes
13 the determination of awards for programs for which moneys are
14 appropriated under section 256.194.
15 Sec. 2. Section 256.189, Code 2024, is amended to read as
16 follows:
17 256.189 Administration by commission —— rules.
18 1. The commission shall administer this program and shall
19 do all of the following:
20 1. a. Provide application forms and parents’ confidential
21 statement forms.
22 2. b. Adopt rules and regulations for determining financial
23 need, defining tuition and mandatory fees, defining residence
24 for the purposes of this subpart, processing and approving
25 applications for tuition grants, and determining priority of
26 grants. The commission may provide for proration of funds
27 if the available funds are insufficient to pay all approved
28 grants. Such proration shall take primary account of the
29 financial need of the applicant. In determining who is a
30 resident of Iowa, the commission’s rules shall be at least as
31 restrictive as those of the board of regents.
32 3. c. Approve and award tuition grants.
33 4. 2. Make an annual report to the governor and general
34 assembly, and evaluate the tuition grant program for the
35 period. The commission may require the an accredited private

1 institution to promptly furnish any information which the
2 commission may request in connection with the tuition grant
3 program.
4 Sec. 3. Section 256.192, subsection 7, paragraph d, Code
5 2024, is amended by striking the paragraph.
6 Sec. 4. Section 256.193, subsection 4, Code 2024, is amended
7 by striking the subsection.
8 Sec. 5. Section 256.197, subsection 10, Code 2024, is
9 amended by striking the subsection.
10 Sec. 6. Section 256.216, subsection 5, Code 2024, is amended
11 by striking the subsection.
12 Sec. 7. Section 256.219, subsection 9, Code 2024, is amended
13 by striking the subsection.
14 Sec. 8. Section 256.220, subsection 5, Code 2024, is amended
15 by striking the subsection.
16 Sec. 9. Section 256.224, subsection 7, Code 2024, is amended
17 by striking the subsection.
18 Sec. 10. Section 256.225, subsection 8, Code 2024, is
19 amended by striking the subsection.
20 Sec. 11. Section 256.227, subsection 8, paragraph d, Code
21 2024, is amended by striking the paragraph.
22 EXPLANATION
23 The inclusion of this explanation does not constitute agreement with
24 the explanation’s substance by the members of the general assembly.
25 This bill relates to the college student aid commission’s
26 reporting requirements.
27 Current law requires the college student aid commission
28 to submit an annual report to the general assembly which
29 provides, by program, the number of individuals who received
30 loan forgiveness or loan repayment in the previous fiscal
31 year; the amounts paid to or on behalf of individuals under
32 the chiropractic loan forgiveness program, the teacher
33 shortage loan forgiveness program, and the health care award
34 program; the institutions from which individuals graduated; and
35 proposed statutory changes. The bill modifies these reporting

1 requirements to require the college student aid commission to
2 submit an annual report to the general assembly which provides,
3 by program, the number of individuals who received state
4 financial aid funding in the previous fiscal year, the amounts
5 paid to or on behalf of the individuals, other key program
6 indicators, findings, and recommendations. The bill provides
7 that this report is to include a description of the methodology
8 and manner in which the college student aid commission makes
9 the determination of awards for certain specified programs for
10 which moneys are appropriated.
11 Current law requires the college student aid commission
12 to submit an annual report to the governor and the general
13 assembly related to certain specified tuition grants and
14 evaluate the tuition grant program. The bill strikes these
15 requirements.
16 The bill strikes the college student aid commission’s annual
17 reporting requirements related to the vocational-technical
18 tuition grants, the scholarship and tuition grant reserve
19 fund, the guaranteed student loan program, the Iowa minority
20 academic grants for economic success program, the teacher
21 shortage forgivable loan program, the teacher shortage loan
22 forgiveness program, the health care award program, the mental
23 health professional loan forgiveness program, and the skilled
24 workforce shortage tuition grant program.
