2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 308.1, subsection 1, Code 2024, is
2 amended to read as follows:
3 1. The Mississippi parkway planning commission shall
4 must be composed of ten members appointed by the governor,
5 five members to be appointed for two-year terms beginning
6 July 1, 1959, and five members to be appointed including one
7 member each from Allamakee county, Clayton county, Clinton
8 county, Des Moines county, Dubuque county, Jackson county, Lee
9 county, Louisa county, Muscatine county, and Scott county,
10 for four-year terms beginning July 1, 1959. In addition to
11 the above members there shall must be seven four advisory ex
12 officio members who shall be as follows:
13 a. One member from the state department of transportation
14 commission.
15 b. One member from the natural resource commission.
16 c. One member from the state soil conservation and water
17 quality committee. One member from the economic development
18 authority, whose primary responsibility includes tourism under
19 section 15.108, subsection 5.
20 d. One member from the state historical society of Iowa.
21 e. One member from the faculty of the landscape
22 architectural division of the Iowa state university of science
23 and technology.
24 f. One member from the economic development authority.
25 g. One member from the environmental protection commission.
26 Sec. 2. Section 308.1, Code 2024, is amended by adding the
27 following new subsections:
28 NEW SUBSECTION. 1A. The planning commission shall submit a
29 report regarding the economic impact of the great river road
30 on this state on or before December 15 each year to the general
31 assembly and to the governor.
32 NEW SUBSECTION. 1B. The planning commission may establish a
33 technical committee to advise the commission. If established,
34 members of the committee must include at least one person
35 each from the departments of transportation and agriculture

1 and land stewardship, from the consumer protection division
2 of the office of the attorney general, and from the economic
3 development authority, designated by the applicable head of the
4 entity. The commission may request any other state agency to
5 designate an employee to serve on the committee.
6 EXPLANATION
7 The inclusion of this explanation does not constitute agreement with
8 the explanation’s substance by the members of the general assembly.
9 Under current law, the Mississippi parkway planning
10 commission (MPPC) is composed of 10 members appointed by the
11 governor. This bill requires the 10 members to each reside in
12 a different county adjacent to the Mississippi river in Iowa.
13 Current law requires seven advisory ex officio members
14 to serve on the MPPC, one each from the state transportation
15 commission, the natural resource commission, the state
16 soil conservation and water quality committee, the state
17 historical society of Iowa, the faculty of the landscape
18 architectural division of the Iowa state university of science
19 and technology, the economic development authority, and
20 the environmental protection commission. The bill requires
21 four advisory ex officio members, one member each from the
22 state department of transportation, the natural resource
23 commission, the economic development authority, whose primary
24 responsibility includes tourism, and the state historical
25 society of Iowa.
26 The bill requires the MPPC to submit a report regarding
27 the economic impact of the great river road on Iowa on or
28 before December 15 each year to the general assembly and to
29 the governor. As used in Code chapter 308, the “great river
30 road” means a scenic and recreational highway consisting of a
31 designated system of roads and streets along the Mississippi
32 river in Iowa.
33 The bill authorizes the MPPC to establish a technical
34 committee to advise the MPPC. If established, members of
35 the committee must include at least one person each from

1 the departments of transportation and agriculture and
2 land stewardship, from the consumer protection division of
3 the office of the attorney general, and from the economic
4 development authority, with such member being designated by the
5 applicable head of the entity. The MPPC may also request any

7 committee.
