1 An Act relating to first responder identification cards.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 321.183A First responder
2 identification card.
3 1. A person who is a first responder, as defined in
4 section 233.1, may apply to the department to be issued a
5 first responder identification card when the person applies
6 for issuance or renewal of a driver’s license or nonoperator’s
7 identification card. The department may require an applicant
8 to provide reasonable proof the applicant is a first responder
9 as part of the application. The department shall not charge a
10 fee to issue a first responder identification card.
11 2. The department, upon receiving a completed application,
12 shall issue to the applicant a first responder identification
13 card. The card must designate the holder as a first responder
14 and display a color photograph of the applicant, the
15 applicant’s full name, and the date of issuance.
16 3. The department may adopt rules pursuant to chapter 17A to
17 administer this section.
18 EXPLANATION
19 The inclusion of this explanation does not constitute agreement with
20 the explanation’s substance by the members of the general assembly.
21 This bill requires the department of transportation (DOT)
22 to issue a first responder identification card to a first
23 responder upon application, without fee. For purposes of
24 the bill, first responders include emergency medical care
25 providers, registered nurses staffing an authorized service
26 program, physician assistants staffing an authorized service
27 program, fire fighters, and peace officers.
28 A first responder may apply for a first responder
29 identification card when the person applies for issuance or
30 renewal of a driver’s license or nonoperator’s identification
31 card. The DOT may require an applicant to provide reasonable
32 proof the applicant is a first responder. The card must
33 designate the holder as a first responder and display a color
34 photograph of the applicant, the applicant’s full name, and the
35 date of issuance.
