A BILL FOR
1 An Act creating an excuse from jury service for persons who are
2 between eighteen and twenty-one years of age and enrolled in
3 certain classes.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 607A.5, Code 2024, is amended to read as
2 follows:
3 607A.5 Automatic excuse from jury service.
4 1. A person shall be excused from jury service if the
5 person submits written documentation verifying, to the court’s
6 satisfaction, that the person is solely responsible for the
7 daily care of a person with a permanent disability living
8 in the person’s household and that the performance of juror
9 service would cause substantial risk of injury to the health of
10 the person with a disability, or that the person is the mother
11 of a breastfed child and is responsible for the daily care of
12 the child. However, if the person is regularly employed at a
13 location other than the person’s household, the person shall
14 not be excused under this section subsection.
15 2. A person shall be excused from jury service if the person
16 is between eighteen and twenty-one years of age and provides
17 the court with documentation that the person is enrolled
18 in high school classes, is a high school student attending
19 college-level classes at an institution as defined in section
20 261E.2, or is a high school student participating in career
21 and technical education programs or advanced college placement
22 courses provided by a school district or community college, and
23 wishes to be excused from jury service.
24 EXPLANATION
25 The inclusion of this explanation does not constitute agreement with
26 the explanation’s substance by the members of the general assembly.
27 This bill creates an automatic excuse from jury service. The
28 bill requires a court to excuse a person who is between the
29 ages of 18 and 21 and who provides the court with documentation
30 that the person is enrolled in high school classes, is a high
31 school student attending college-level courses, or is a high
32 school student participating in career and technical education
33 programs or advance college placement courses provided by a
34 school district or community college, if the person wishes to
35 be excused from jury service.
