1 An Act relating to controlled substances, including certain
2 controlled substances schedules and precursor substances
3 reporting requirements, making penalties applicable, and
4 including effective date provisions.

1 Section 1. Section 124.204, subsection 2, Code 2024, is
2 amended by adding the following new paragraphs:
3 NEW PARAGRAPH. cn. Zipeprol(1-methoxy-3-[4-(2-methoxy-
4 2-phenylethyl)piperazin-1-yl]-1-phenylpropan-2-ol).
5 NEW PARAGRAPH. co. Brorphine
6 (1-(1-(1-(4-bromophenyl)ethyl)piperidin-4-yl)-1,3-dihydro-2H-
7 benzo[d]imidazol-2-one).
8 NEW PARAGRAPH. cp. Metonitazene
9 (N,N-diethyl-2-(2-(4-methoxybenzyl)-5-nitro-1H-benzimidazol-1-yl)
10 ethan-1-amine).
11 Sec. 2. Section 124.204, subsection 4, Code 2024, is amended
12 by adding the following new paragraph:
13 NEW PARAGRAPH. cm. 1-(1,3-benzodioxol-5-yl)-2-(ethylamino)
14 butan-1-one. Some trade or other names: eutylone; bk-EBDB.
15 Sec. 3. Section 124.204, subsection 6, Code 2024, is amended
16 by adding the following new paragraphs:
17 NEW PARAGRAPH. j. Amineptine
18 (7-[(10,11-dihydro-5H-dibenzo[alpha,delta]cyclohepten-5-yl)
19 amino]heptanoic acid).
20 NEW PARAGRAPH. k. Mesocarb
21 (N-phenyl-N’-(3-(1-phenylpropan-2-yl)-1,2,3-oxadiazol-3-ium-5-yl)
22 carbamimidate).
23 NEW PARAGRAPH. l. Methiopropamine
24 (N-methyl-1-(thiophen-2-yl)propan-2-amine).
25 Sec. 4. Section 124.204, subsection 9, Code 2024, is amended
26 by adding the following new paragraphs:
27 NEW PARAGRAPH. j. 4-(2-chlorophenyl)-2-ethyl-9-methyl-
28 6H-thieno[3,2-f][1,2,4]triazolo[4,3-alpha][1,4]diazepine, its
29 salts, isomers, and salts of isomers. Other name: etizolam.
30 NEW PARAGRAPH. k. 8-chloro-6-(2-fluorophenyl)-1-methyl-4H-
31 benzo[f][1,2,4]triazolo[4,3-alpha][1,4]diazepine, its salts,
32 isomers, and salts of isomers. Other name: flualprazolam.
33 NEW PARAGRAPH. l. 6-(2-chlorophenyl)-1-methyl-8-nitro-4H-
34 benzo[f][1,2,4]triazolo[4,3-alpha][1,4]diazepine, its salts,
35 isomers, and salts of isomers. Other name: clonazolam.

1 NEW PARAGRAPH. m. 8-bromo-6-(2-fluorophenyl)-1-methyl-4H-
2 benzo[f][1,2,4]triazolo[4,3-alpha][1,4]diazepine, its salts,
3 isomers, and salts of isomers. Other name: flubromazolam.
4 NEW PARAGRAPH. n. 7-chloro-5-(2-chlorophenyl)-1-methyl-1,
5 3-dihydro-2H-benzo[e][1,4]diazepin-2-one, its salts, isomers,
6 and salts of isomers. Other name: diclazepam.
7 Sec. 5. Section 124.204, subsection 9, paragraphs b and g,
8 Code 2024, are amended by striking the paragraphs.
9 Sec. 6. Section 124.206, subsection 2, paragraph d, Code
10 2024, is amended by adding the following new subparagraph:
11 NEW SUBPARAGRAPH. (3) [\18\F]FP-CIT.
12 Sec. 7. Section 124.210, subsection 4, Code 2024, is amended
13 by striking the subsection.
14 Sec. 8. Section 124B.2, subsection 1, Code 2024, is amended
15 by adding the following new paragraphs:
16 NEW PARAGRAPH. ai. 1-boc-4-AP (tert-butyl
17 4-(phenylamino)piperidine-1-carboxylate) and its salts.
18 NEW PARAGRAPH. aj. 4-piperidone (piperidin-4-one),
19 its acetals, its amides, its carbamates, its salts, and
20 salts of its acetals, its amides, and its carbamates, and
21 any combination thereof, whenever the existence of such is
22 possible.
23 Sec. 9. EFFECTIVE DATE. This Act, being deemed of immediate
24 importance, takes effect upon enactment.
25 EXPLANATION
26 The inclusion of this explanation does not constitute agreement with
27 the explanation’s substance by the members of the general assembly.
28 This bill relates to controlled substances, including
29 certain controlled substances schedules and precursor
30 substances reporting requirements.
31 The bill makes changes to controlled substances schedules
32 I, II, and IV in Iowa’s uniform controlled substances Act
33 (Code chapter 124) and to the precursor substances reporting
34 requirement in Code chapter 124B to conform to the specific
35 chemical designations of the substances contained in Title 21

1 of the Code of Federal Regulations, parts 1300, 1308, and 1310.
2 A violation involving a controlled substance included in the
3 bill may result in a class “B” felony, and in addition to the
4 25-year mandatory minimum term of imprisonment for class “B”
5 felons, a fine of not less than $5,000 nor more than $100,000;
6 a class “C” felony punishable by imprisonment up to 10 years
7 and a fine of not less than $1,000 nor more than $50,000; or an
8 aggravated misdemeanor punishable by imprisonment up to 2 years
9 and a fine of at least $855 but not more than $8,540.
10 The bill takes effect upon enactment.
