1 An Act creating a program and revolving loan fund for court
2 reporter equipment, and making appropriations.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 602.6603A Court reporter equipment
2 program —— revolving loan fund.
3 1. A court reporter equipment program is created and a court
4 reporter equipment revolving loan fund is created in the state
5 treasury under the control of the judicial branch. The program
6 and fund shall be administered by the state court administrator
7 of the judicial branch and the fund shall include moneys
8 appropriated to the judicial branch by the general assembly
9 for purposes of the program and any other moneys obtained
10 or accepted by the judicial branch for deposit in the fund.
11 Moneys in the fund are appropriated to the judicial branch to
12 administer and provide loans under the program.
13 2. a. The state court administrator may loan moneys in the
14 fund to court reporters for the purchase or update of court
15 reporter machines or equipment.
16 b. Moneys loaned under this subsection shall be used by a
17 court reporter to purchase, update, and maintain machines and
18 equipment required to perform the court reporter’s duties.
19 3. A loan made under this section shall bear no interest.
20 4. Notwithstanding section 12C.7, subsection 2, interest or
21 earnings on moneys in the fund shall be credited to the fund.
22 Notwithstanding section 8.33, moneys in the fund that remain
23 unencumbered or unobligated at the close of a fiscal year shall
24 not revert to any other fund but shall remain available for the
25 purposes designated.
26 5. The judicial branch shall adopt rules pursuant to chapter
27 17A to administer this section.
28 Sec. 2. APPROPRIATION —— COURT REPORTER EQUIPMENT
29 PROGRAM. There is appropriated from the general fund of the
30 state to the judicial branch for the fiscal year beginning July
31 1, 2024, and ending June 30, 2025, the following amount, or
32 so much thereof as is necessary, to be used for the purposes
33 designated:

35 fund created in section 602.6603A, as enacted by this Act:

2 EXPLANATION
3 The inclusion of this explanation does not constitute agreement with
4 the explanation’s substance by the members of the general assembly.
5 This bill creates a court reporter equipment program
6 and associated revolving loan fund under the control of the
7 judicial branch. The state court administrator is allowed to
8 loan moneys in the fund to court reporters at no interest to
9 purchase or update court reporter machines or equipment. The
10 bill appropriates $80,000 to the fund.
