A BILL FOR
1 An Act making appropriations to the department of
2 transportation to award grants for infrastructure
3 improvement projects at national cemeteries located
4 within certain communities, and including effective date
5 provisions.

1 Section 1. DEPARTMENT OF TRANSPORTATION —— FY 2023-2024
2 APPROPRIATION —— NATIONAL CEMETERY INFRASTRUCTURE IMPROVEMENTS.
3 1. There is appropriated from the general fund of the
4 state to the department of transportation for the fiscal year
5 beginning July 1, 2023, and ending June 30, 2024, the following
6 amount, or so much thereof as is necessary, to be used for the
7 purposes designated:
8 To award grants to support infrastructure improvement
9 projects for the benefit of cemeteries within this state
10 designated as a national cemetery by the national cemetery
11 administration of the United States department of veterans
12 affairs and located in a county with a population of less
13 than 40,000 according to the 2020 federal decennial census,
14 including constructing and resurfacing roads, maintaining
15 and constructing sidewalks, implementing and improving sewer
16 systems and storm water drainage systems, and enhancing access
17 to the cemetery for persons with disabilities:

19 2. Moneys appropriated and awarded under this section may
20 be awarded and used, as applicable, to support infrastructure
21 projects within a national cemetery, and to improve
22 infrastructure leading to or otherwise connecting to the
23 infrastructure at a national cemetery.
24 3. Notwithstanding section 8.33, moneys appropriated in
25 this section that remain unencumbered or unobligated at the
26 close of the fiscal year shall not revert but shall remain
27 available for expenditure for the purposes designated until the
28 close of the fiscal year that begins July 1, 2026.
29 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate
30 importance, takes effect upon enactment.
31 EXPLANATION
32 The inclusion of this explanation does not constitute agreement with
33 the explanation’s substance by the members of the general assembly.
34 This bill appropriates $1 million from the general fund of
35 the state to the department of transportation (DOT) for FY

1 2023-2024 to award grants to support infrastructure improvement
2 projects for the benefit of cemeteries within Iowa designated
3 as a national cemetery by the national cemetery administration
4 (NCA) of the United States department of veterans affairs and
5 located in a county with a population of less than 40,000,
6 including constructing and resurfacing roads, maintaining
7 and constructing sidewalks, implementing and improving sewer
8 systems and storm water drainage systems, and enhancing
9 access to the cemetery for persons with disabilities. A
10 recipient of the awarded moneys may use the moneys to support
11 infrastructure projects within a national cemetery, and to
12 improve infrastructure leading to or otherwise connecting to
13 the infrastructure at a national cemetery.
14 The NCA is responsible for the administration of national
15 cemeteries, and is authorized to designate a cemetery as a
16 national cemetery. The administration operates 155 national
17 cemeteries and 34 soldiers’ lots and monument sites in 42
18 states and Puerto Rico.
