1 An Act relating to the support of police and community response
2 teams, and making an appropriation.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. SUPPORT FOR POLICE AND COMMUNITY RESPONSE TEAMS
2 —— APPROPRIATION. There is appropriated from the general fund
3 of the state to the department of health and human services for
4 the fiscal year beginning July 1, 2024, and ending June 30,
5 2025, the following amount, or so much thereof as is necessary,
6 to support police and community response teams as provided in
7 this section:

9 1. The department of health and human services shall
10 distribute the funds appropriated under this section through
11 grants awarded to qualified applicants on a competitive
12 basis. The department shall establish application procedures,
13 requirements, priorities, and minimum and maximum grant
14 award amounts. Qualified applicants shall be nonprofit
15 organizations providing a mobile crisis intervention program
16 that is a collaboration between the local police department and
17 trained human services providers who respond to nonemergent,
18 noncriminal police calls involving mental illness, family
19 conflict, substance use disorder, or behavioral situations.
20 2. Notwithstanding section 8.33, moneys appropriated under
21 this section that remain unexpended or unobligated at the close
22 of the fiscal year shall not revert but shall remain available
23 for expenditure for subsequent fiscal years.
24 EXPLANATION
25 The inclusion of this explanation does not constitute agreement with
26 the explanation’s substance by the members of the general assembly.
27 This bill relates to the support of police and community
28 response teams.
29 The bill appropriates $500,000 from the general fund of the
30 state to the department of health and human services (HHS)
31 for fiscal year 2024-2025 to support police and community
32 response teams. The bill directs HHS to distribute the funds
33 through grants awarded to qualified applicants on a competitive
34 basis; and to establish application procedures, requirements,
35 priorities, and minimum and maximum grant award amounts.

1 Qualified applicants shall be nonprofit organizations providing
