1 Section 1. Section 7A.3, subsection 1, paragraph f, Code
2 2024, is amended by striking the paragraph.
3 Sec. 2. Section 8A.202, subsection 1, paragraph e, Code
4 2024, is amended by striking the paragraph.
5 Sec. 3. Section 8A.202, subsection 1, paragraph k, Code
6 2024, is amended to read as follows:
7 k. Establish and administer standards for state agency
8 libraries and public libraries.
9 Sec. 4. Section 8A.204, subsection 2, paragraph b, Code
10 2024, is amended by striking the paragraph.
11 Sec. 5. Section 8A.209, subsection 1, Code 2024, is amended
12 to read as follows:
13 1. An enrich Iowa program is established in the department
14 to provide direct state assistance to public libraries, to
15 support the open access and access plus interlibrary loan
16 programs, to provide public libraries with an incentive
17 to improve library services that are in compliance with
18 performance measures, and to reduce inequities among
19 communities in the delivery of library services based on
20 performance measures adopted by rule by the commission. The
21 commission shall adopt rules governing the allocation of
22 funds appropriated by the general assembly for purposes of
23 this section to provide direct state assistance to eligible
24 public libraries. A public library is eligible for funds under
25 this subchapter if it is in compliance with the commission’s
26 performance measures.
27 Sec. 6. Section 8A.341, subsection 2, Code 2024, is amended
28 to read as follows:
29 2. If money is appropriated for this purpose, by November 1
30 of each year supply a report which contains the name, gender,
31 county, or city of residence when possible, official title,
32 salary received during the previous fiscal year, base salary as
33 computed on July 1 of the current fiscal year, and traveling
34 and subsistence expense of the personnel of each of the
35 departments, boards, and commissions of the state government

1 except personnel who receive an annual salary of less than one
2 thousand dollars. The number of the personnel and the total
3 amount received by them shall be shown for each department in
4 the report. All employees who have drawn salaries, fees, or
5 expense allowances from more than one department or subdivision
6 shall be listed separately under the proper departmental
7 heading. On the request of the director, the head of each
8 department, board, or commission shall furnish the data
9 covering that agency. The report shall be distributed upon
10 request without charge in an electronic medium to each caucus
11 of the general assembly, the legislative services agency, the
12 chief clerk of the house of representatives, and the secretary
13 of the senate made available on an internet site maintained
14 by the department. Copies Upon request, copies of the report
15 shall be made available to other persons in an electronic
16 medium upon payment of a fee, which shall not exceed the cost
17 of providing the copy of the report. Sections 22.2 through
18 22.5 apply to the report. All funds from the sale of the report
19 shall be deposited in the printing revolving fund established
20 in section 8A.345.
21 EXPLANATION
22 The inclusion of this explanation does not constitute agreement with
23 the explanation’s substance by the members of the general assembly.
24 This bill relates to the duties of the department of
25 administrative services (DAS).
26 The bill eliminates the requirement that the state librarian
27 submit a biennial report to the governor on the activities of
28 DAS relating to library services. As the eliminated provision
29 contains the only biennial report in the Code for the state
30 librarian, the bill also strikes a corresponding provision
31 applying general biennial reporting requirements to the state
32 librarian.
33 Under Code section 8E.210, DAS is still obligated to
34 prepare an annual report of its performance, including how it
35 has reallocated resources in the previous fiscal year, for

1 submission to the department of management.
2 The bill strikes the requirement that DAS develop and
3 approve a biennial unified plan of service and service delivery
4 for DAS as part of DAS’s library services.
5 The bill strikes DAS’s obligation to establish and
6 administer standards for state agency libraries.
7 The bill eliminates a reference to “access plus programs”
8 of public libraries for purposes of the duty of the department
9 to support such programs under the enrich Iowa program, and
10 substitutes the term “interlibrary loan programs” for such
11 purposes.
12 The bill requires DAS to make the report on state employee
13 salaries available on its internet site and to provide an
14 electronic copy of the report to any person upon request and
15 payment of a fee. The bill also strikes the requirement that
16 DAS provide without charge an electronic copy of the report to
17 each caucus of the general assembly, the legislative services
18 agency, the chief clerk of the house of representatives, and
19 the secretary of the senate.
