1 An Act relating to education, including by requiring community
2 colleges and certain private institutions of higher
3 education to publish information related to the average
4 income and student debt of graduates, requiring school
5 districts to provide students enrolled in grades eleven and
6 twelve with information related to the average income and
7 student debt of graduates of postsecondary institutions in
8 the state, and modifying provisions related to supplementary
9 weighting.

1 Section 1. Section 256.183, subsection 1, unnumbered
2 paragraph 1, Code 2024, is amended to read as follows:
3 “Accredited private institution” means an institution of
4 higher learning located in Iowa which is operated privately
5 and not controlled or administered by any state agency or
6 any subdivision of the state and which meets the criteria in
7 paragraphs “a” and “b” and all of the criteria in paragraphs “d”
8 through “i” “j”, except that institutions defined in paragraph
9 “c” of this subsection are exempt from the requirements of
10 paragraphs “a” and “b”:
11 Sec. 2. Section 256.183, subsection 1, Code 2024, is amended
12 by adding the following new paragraph:
13 NEW PARAGRAPH. j. Complies with the requirements of
14 section 262.9, subsection 38, related to the development and
15 publication of a report concerning students who have completed
16 a baccalaureate degree program, in the same manner as an
17 institution of higher learning governed by the state board of
18 regents.
19 Sec. 3. Section 256.183, subsection 3, Code 2024, is amended
20 to read as follows:
21 3. “Eligible institution” means an institution of higher
22 learning located in Iowa which is operated privately and
23 not controlled or administered by any state agency or any
24 subdivision of the state, which is not exempt from taxation
25 under section 501(c)(3) of the Internal Revenue Code, and which
26 meets all of the criteria in subsection 1, paragraphs “d”
27 through “i” “j”, and is a school of barbering and cosmetology
28 arts and sciences licensed under chapter 157 and is accredited
29 by a national accrediting agency recognized by the United
30 States department of education. For the fiscal year beginning
31 July 1, 2017, such a school of barbering and cosmetology arts
32 and sciences shall provide a matching aggregate amount of
33 institutional financial aid equal to at least seventy-five
34 percent of the amount received by the institution’s students
35 for Iowa tuition grant assistance under section 256.191. For

1 the fiscal year beginning July 1, 2018, the school of barbering
2 and cosmetology arts and sciences shall provide a matching
3 aggregate amount of institutional financial aid equal to at
4 least eighty-five percent of the amount received in that fiscal
5 year. Commencing with the fiscal year beginning July 1, 2019,
6 and each succeeding fiscal year, the matching aggregate amount
7 of institutional financial aid shall be at least equal to the
8 match provided by eligible institutions under section 261.9,
9 subsection 3, paragraph “a”, Code 2023.
10 Sec. 4. Section 257.11, subsection 5, paragraph d, Code
11 2024, is amended to read as follows:
12 d. Supplementary weighting pursuant to this subsection
13 shall be available to a school district during the period
14 commencing with the budget year beginning July 1, 2014, through
15 the budget year beginning July 1, 2034. The maximum amount
16 of additional weighting for which a school district shall be
17 eligible in a budget year is twenty-one additional pupils;
18 provided, however, that for budget years beginning on or after
19 July 1, 2024, the supplementary weighting assigned for a shared
20 operational function in the area of a college and career
21 transition counselor or coordinator shall not count toward this
22 maximum amount. Criteria for determining the qualification
23 of operational functions for supplementary weighting shall be
24 determined by the department by rule, through consideration of
25 increased student opportunities.
26 Sec. 5. Section 260C.14, Code 2024, is amended by adding the
27 following new subsection:
28 NEW SUBSECTION. 25. a. Develop and publish on the
29 community college’s internet site a report related to students
30 who have completed an associate’s degree program, or any
31 program that leads to a postsecondary certificate or other
32 competency-based credential, at the community college that
33 is consistent with applicable federal and state privacy
34 restrictions, sortable by graduating class and program type,
35 and that includes all of the following information:

1 (1) The percentage of students who have completed an
2 associate’s degree program after completing any program that
3 leads to a postsecondary certificate or other competency-based
4 credential.
5 (2) The median annual income of students one year,
6 five years, and ten years after completing an associate’s
7 degree program or any program that leads to a postsecondary
8 certificate or other competency-based credential.
9 (3) The median student loan debt of students who have
10 student loan debt and who have completed an associate’s
11 degree program or any program that leads to a postsecondary
12 certificate or other competency-based credential.
13 (4) The ratio of the student loan debt of students who
14 have student loan debt and who have completed an associate’s
15 degree program or any program that leads to a postsecondary
16 certificate or other competency-based credential to the annual
17 gross income of such students.
18 (5) An estimate of the amount of student loan payment
19 students who have student loan debt and who have completed
20 an associate’s degree program or any program that leads to a
21 postsecondary certificate or other competency-based credential
22 are required to make each month and the amount, expressed as a
23 percentage, of such payments related to the students’ monthly
24 gross income.
25 b. Adopt policies and procedures that require the community
26 college to provide students who are in the process of enrolling
27 in the associate’s degree program, or any program that leads
28 to a postsecondary certificate or other competency-based
29 credential, with a link to the report described in paragraph
30 “a”.
31 Sec. 6. NEW SECTION. 279.84 College and career transition
32 counselors or coordinators —— information related to the
33 completion of postsecondary programs.
34 1. The board of directors of each school district shall
35 provide each student enrolled in the school district in

1 grades eleven and twelve who has expressed an interest in
2 postsecondary education, including in the student’s individual
3 career and academic plan created pursuant to section 279.61,
4 with all of the following:
5 a. The most recent copy of the report published by the state
6 board of regents pursuant to section 262.9, subsection 38.
7 b. A compilation of the most recent copies of all reports
8 published by community colleges pursuant to section 260C.14,
9 subsection 25.
10 c. A compilation of the most recent copies of all reports
11 published by accredited private institutions and eligible
12 institutions pursuant to section 256.183, subsection 1,
13 paragraph “j”.
14 2. If the school district employs a college and career
15 transition counselor or coordinator, the college and career
16 transition counselor or coordinator shall be responsible for
17 providing the information described in subsection 1.
18 3. For purposes of this section:
19 a. “Accredited private institution” means the same as
20 defined in section 256.183.
21 b. “College and career transition counselor or coordinator”
22 means a licensed school counselor or an appropriately trained
23 individual responsible for providing direct services to
24 students, parents, families, schools, and postsecondary
25 institutions to support college preparation and postsecondary
26 success, such as college preparation, financial aid processing,
27 and transition to postsecondary institution enrollment.
28 c. “Eligible institution” means the same as defined in
29 section 256.183.
30 Sec. 7. STATE MANDATE FUNDING SPECIFIED. In accordance
31 with section 25B.2, subsection 3, the state cost of requiring
32 compliance with any state mandate included in this Act shall
33 be paid by a school district from state school foundation aid
34 received by the school district under section 257.16. This
35 specification of the payment of the state cost shall be deemed

1 to meet all of the state funding-related requirements of
2 section 25B.2, subsection 3, and no additional state funding
3 shall be necessary for the full implementation of this Act
4 by and enforcement of this Act against all affected school
5 districts.
6 EXPLANATION
7 The inclusion of this explanation does not constitute agreement with
8 the explanation’s substance by the members of the general assembly.
9 This bill relates to education, including by requiring
10 community colleges and certain private institutions of higher
11 education to publish information related to the average income
12 and student debt of graduates, requiring school districts to
13 provide students enrolled in grades 11 and 12 with information
14 related to the average income and student debt of graduates
15 of postsecondary institutions in the state, and modifying
16 provisions related to supplementary weighting.
17 The bill requires accredited private institutions and
18 eligible institutions, as each is defined in Code section
19 256.183 (Iowa tuition grants program), as a condition of
20 participation in the Iowa tuition grants program, to develop
21 and publish a report concerning students who have completed
22 a baccalaureate degree program at the institution. The bill
23 establishes what information the report is required to include,
24 which includes information related to the income and student
25 loan debt of students who have completed the baccalaureate
26 degree program. The bill also requires community colleges to
27 develop and publish a similar report related to the income and
28 student loan debt of students who have completed an associate’s
29 degree program, or any program that leads to a postsecondary
30 certificate or other competency-based credential, offered by
31 the community college. The bill provides that each school
32 district is required to provide to each student in grades
33 11 and 12 who has expressed an interest in postsecondary
34 education with compilations of the reports prepared by the
35 accredited private institutions, eligible institutions, and

1 community colleges, and with a copy of a comparable report
2 prepared by the state board of regents that relates to
3 institutions of higher education under the control of the state
4 board of regents. The bill establishes that, if the school
5 district employs a college and career transition counselor or
6 coordinator, such counselor or coordinator is responsible for
7 providing copies of these reports and compilations of reports.
8 The bill defines “college and career transition counselor
9 or coordinator” to mean a licensed school counselor or an
10 appropriately trained individual responsible for providing
11 direct services to students, parents, families, schools, and
12 postsecondary institutions to support college preparation and
13 postsecondary success, such as college preparation, financial
14 aid processing, and transition to postsecondary institution
15 enrollment.
16 Current law provides that a school district that shares
17 with a political subdivision one or more operational functions
18 in certain specified areas for at least 20 percent of the
19 school year shall be assigned a supplementary weighting
20 for each shared operational function. The purpose of the
21 supplementary weighting is to provide additional funding to
22 increase student opportunities and redirect more resources
23 to student programming for school districts. Under current
24 law, the supplementary weighting associated with a college and
25 career transition counselor or coordinator is two pupils for
26 the school budget years beginning on or after July 1, 2022,
27 but before July 1, 2035. In addition, under current law the
28 maximum amount of additional weighting for which a school
29 district is eligible in a budget year is 21 additional pupils.
30 The bill provides that the supplementary weighting associated
31 with a shared operational function in the area of a college
32 and career transition counselor or coordinator shall not count
33 toward the maximum amount of additional weighting for budget
34 years beginning on or after July 1, 2024.
35 The bill may include a state mandate as defined in Code

1 section 25B.3. The bill requires that the state cost of
2 any state mandate included in the bill be paid by a school
3 district from state school foundation aid received by the
4 school district under Code section 257.16. The specification
5 is deemed to constitute state compliance with any state mandate
6 funding-related requirements of Code section 25B.2. The
7 inclusion of this specification is intended to reinstate the
8 requirement of political subdivisions to comply with any state
9 mandates included in the bill.
