1 An Act relating to reporting requirements for the office for
2 state-federal relations.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 7F.1, subsection 4, Code 2024, is amended
2 by adding the following new paragraph:
3 NEW PARAGRAPH. g. Annually submit a written report to the
4 general assembly by December 1 and present before the standing
5 committees on government oversight and appropriations of each
6 house of the general assembly, if requested. The report
7 must include but is not limited to information on all of the
8 following:
9 (1) The development and implementation of a nonpartisan
10 state-federal relations program accessible to all three
11 branches of government.
12 (2) The annual state-federal program presented to Iowa’s
13 congressional delegation.
14 (3) Training sessions conducted for state government
15 officials.
16 (4) The maintenance of a management information system.
17 (5) Legislative or regulatory issues the office has
18 addressed with the federal legislative or executive branch on
19 behalf of the governor or a state entity, including matters of
20 preemption.
21 (6) The status of all federal programmatic and grant moneys
22 available to state entities and local jurisdictions, including
23 notices of funding availability and whether or not such moneys
24 were sought or secured.
25 (7) Contacts with federal officials, officials from other
26 states, organizations, business groups, and professional
27 associations resulting in shared information and cooperative
28 agreements.
29 EXPLANATION
30 The inclusion of this explanation does not constitute agreement with
31 the explanation’s substance by the members of the general assembly.
32 This bill requires the office for state-federal relations
33 to provide an annual, written report to the general assembly
34 by December 1 that includes information on the nonpartisan
35 state-federal relations program developed by the office,

1 the state-federal program presented to Iowa’s congressional
2 delegation, training sessions provided to state government
3 officials, the management information system, legislative or
4 regulatory issues the office has addressed with the federal
5 legislative or executive branch, federal funding available to
6 state and local entities, and professional associations that
7 have resulted in shared information and cooperative agreements.
8 The bill also requires the office for state-federal relations
9 to annually present before the standing committees on
10 government oversight and appropriations of each house of the
11 general assembly, if requested.
