1 Section 1. Section 321.492A, Code 2024, is amended to read
2 as follows:
3 321.492A Quotas on for stops and citations prohibited.
4 A political subdivision or agency of the state shall not
5 order, mandate, require, or in any other manner, directly
6 or indirectly, suggest to a peace officer employed by the
7 political subdivision or agency that the peace officer shall
8 stop a certain number of persons committing an alleged traffic
9 violation or issue a certain number of traffic citations,
10 police citations, memorandums of traffic violations, or
11 memorandums of faulty equipment on a daily, weekly, monthly,
12 quarterly, or yearly basis.
13 EXPLANATION
14 The inclusion of this explanation does not constitute agreement with
15 the explanation’s substance by the members of the general assembly.
16 Current law prohibits a political subdivision or agency of
17 Iowa that employs peace officers from imposing a quota on the
18 number of citations issued by the officers. This bill also
19 prohibits imposing a quota for the number of stops of persons
20 committing alleged traffic violations, regardless of whether a
21 citation or memorandum is issued.
