1 An Act relating to support of interlibrary loan programs by the
2 department of administrative services under the enrich Iowa
3 program.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 8A.209, subsection 1, Code 2024, is
2 amended to read as follows:
3 1. An enrich Iowa program is established in the department
4 to provide direct state assistance to public libraries, to
5 support the open access and access plus interlibrary loan
6 programs, to provide public libraries with an incentive
7 to improve library services that are in compliance with
8 performance measures, and to reduce inequities among
9 communities in the delivery of library services based on
10 performance measures adopted by rule by the commission. The
11 commission shall adopt rules governing the allocation of
12 funds appropriated by the general assembly for purposes of
13 this section to provide direct state assistance to eligible
14 public libraries. A public library is eligible for funds under
15 this subchapter if it is in compliance with the commission’s
16 performance measures.
17 EXPLANATION
18 The inclusion of this explanation does not constitute agreement with
19 the explanation’s substance by the members of the general assembly.
20 This bill eliminates a reference to “access plus programs”
21 of public libraries for purposes of the duty of the department
22 of administrative services to support such programs under the
23 enrich Iowa program, and substitutes the term “interlibrary
24 loan programs” for such purposes.
