A BILL FOR
1 An Act modifying requirements related to obtaining a
2 transitional coaching authorization from the board of
3 educational examiners.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256.165, subsection 1, paragraph b, Code
2 2024, is amended to read as follows:
3 b. (1) The board shall issue a transitional coaching
4 authorization to an individual who is at least twenty-one
5 years of age and who provides verification of an offer of a
6 coaching position by a school or a consortium of schools,
7 but who has not completed the coursework required for a
8 coaching authorization as specified in paragraph “a”. A
9 transitional coaching authorization is valid for not more
10 than one year, shall not be renewed, and is valid only in
11 the school or consortium of schools making the offer of the
12 coaching position. A consortium of schools may include a
13 school district, a school district school attendance center,
14 or an accredited nonpublic school, or any combination thereof.
15 However, prior to issuing a transitional coaching authorization
16 to an individual under this paragraph “b”, the board shall
17 ensure that the individual meets all of the following
18 requirements:
19 (1) (a) Completes a shortened course of training relating
20 to the code of professional rights and responsibilities,
21 practices, and ethics developed in accordance with
22 section 256.146, subsection 1, paragraph “a”, by the board
23 specifically for transitional coaches certification course for
24 cardiopulmonary resuscitation that has been approved by the
25 board.
26 (2) (b) Completes the child and dependent adult abuse
27 mandatory reporter training required by sections 232.69 and
28 235B.16.
29 (3) (c) Completes a nationally recognized concussion in
30 youth sports training course.
31 (4) (d) Complies with the background investigation
32 requirements established by the board pursuant to section
33 256.146, subsection 16.
34 (2) The board shall require an individual who has been
35 issued a transitional coaching authorization pursuant to

1 this paragraph to secure full cardiopulmonary resuscitation
2 certification within ninety days after issuance of the
3 transitional coaching authorization.
4 EXPLANATION
5 The inclusion of this explanation does not constitute agreement with
6 the explanation’s substance by the members of the general assembly.
7 This bill modifies requirements related to obtaining
8 a transitional coaching authorization from the board of
9 educational examiners (BOEE). Current law requires an
10 individual to complete a shortened course of training relating
11 to the code of professional rights and responsibilities,
12 practices, and ethics developed by the BOEE for transitional
13 coaches before the individual can obtain a transitional
14 coaching authorization. The bill strikes this requirement.
15 Instead, the bill requires an individual to complete a
16 certification course for cardiopulmonary resuscitation that
17 has been approved by the BOEE before the individual can
18 obtain a transitional coaching authorization. The bill also
19 provides that the BOEE shall require an individual who has been
20 issued a transitional coaching authorization to secure full
21 cardiopulmonary resuscitation certification within 90 days
22 after issuance of the transitional coaching authorization.
