1 An Act providing for behavioral health resource coordinators in
2 middle and high schools.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 280.36 Coordination of behavioral
2 health resources.
3 1. The board of directors of a school district and the
4 authorities in charge of each accredited nonpublic school that
5 is a middle or high school shall designate an employee of each
6 middle school and high school as a behavioral health resource
7 coordinator for the school.
8 2. The duties of a behavioral health resource coordinator
9 shall include but are not limited to the following:
10 a. Providing information to students and school employees
11 regarding mental health resources available at the school.
12 b. At the direction of the board or authorities, overseeing
13 and serving as a point of contact for any activities or
14 initiatives to improve or provide access to mental health
15 resources to students and school employees at the school,
16 including but not limited to activities authorized by chapter
17 280A; employee training opportunities relating to mental
18 health, including but not limited to training required
19 by section 279.70; and any other state, local, or school
20 activities or initiatives.
21 3. Area education agencies and the department of education
22 shall provide assistance to behavioral health resource
23 coordinators in carrying out the duties provided in this
24 section and disseminate best practices regarding mental health
25 resources to behavioral health resource coordinators on a
26 statewide basis.
27 EXPLANATION
28 The inclusion of this explanation does not constitute agreement with
29 the explanation’s substance by the members of the general assembly.
30 This bill requires a school board and the authorities in
31 charge of an accredited nonpublic school that is a middle or
32 high school to designate an employee of each middle school and
33 high school as a behavioral health resource coordinator for the
34 school.
35 The bill provides duties of behavioral health resource

1 coordinators, including but not limited to providing
2 information to students and school employees regarding mental
3 health resources available at the school and overseeing and
4 serving as a point of contact for any activities or initiatives
5 to improve or provide access to mental health resources to
6 students and school employees at the school.
7 The bill requires area education agencies and the department
8 of education to provide assistance to behavioral health
9 resource coordinators in carrying out their duties and
10 disseminate best practices regarding mental health resources to
11 behavioral health resource coordinators on a statewide basis.
