A BILL FOR
1 An Act relating to renewal requirements associated with
2 licenses issued by the board of educational examiners to
3 practitioners who have been employed as practitioners for at
4 least thirty years.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256.146, subsection 1, paragraph a,
2 subparagraph (2), Code 2024, is amended to read as follows:
3 (2) Establish issuance and renewal requirements, provided
4 that a continuing education requirement may be completed by
5 electronic means, and there shall be no renewal requirement for
6 a any of the following practitioners:
7 (a) A practitioner who has been employed as a practitioner
8 for at least ten years and who possesses a master’s or doctoral
9 degree, unless the practitioner holds an evaluator approval
10 endorsement, which must be renewed at least once every ten
11 years.
12 (b) A practitioner who has been employed as a practitioner
13 for at least thirty years and who possesses a baccalaureate
14 degree.
15 EXPLANATION
16 The inclusion of this explanation does not constitute agreement with
17 the explanation’s substance by the members of the general assembly.
18 This bill relates to renewal requirements associated with
19 licenses issued by the board of educational examiners (BOEE)
20 to practitioners who have been employed as practitioners for
21 at least 30 years.
22 Current law authorizes the BOEE to establish renewal
23 requirements for licensed practitioners. Current law provides
24 that there shall be no renewal requirement for a practitioner
25 who has been employed as a practitioner for at least 10 years
26 and who possesses a master’s or doctoral degree, unless the
27 practitioner holds an evaluator approval endorsement, which
28 must be renewed at least once every 10 years. The bill
29 provides that there shall also be no renewal requirement for
30 a practitioner who has been employed as a practitioner for at
31 least 30 years and who possesses a baccalaureate degree. The
32 BOEE is required to conduct certain criminal history registry
33 checks related to such practitioners every five years, and the
34 BOEE is authorized to charge the practitioner a reasonable fee
35 for the review of the criminal history registry checks. The

1 bill does not affect the BOEE’s ability to deny or revoke a
2 license under Code section 256.146(13).
