1 An Act relating to the membership of the commission of veterans
2 affairs.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 35A.2, subsections 1 and 2, Code 2024,
2 are amended to read as follows:
3 1. A commission of veterans affairs is created consisting of
4 eleven twelve persons who shall be appointed by the governor,
5 subject to confirmation by the senate. Members shall be
6 appointed to staggered terms of four years beginning and
7 ending as provided in section 69.19. The governor shall fill
8 a vacancy for the unexpired portion of the term. In addition
9 to the members appointed by the governor, the commandant shall
10 serve as a nonvoting, ex officio member of the commission.
11 2. Ten Eleven commissioners shall be honorably discharged
12 members of the armed forces of the United States. The American
13 legion of Iowa, disabled American veterans department of
14 Iowa, veterans of foreign wars department of Iowa, American
15 veterans of World War II, Korea, and Vietnam, the Vietnam
16 veterans of America, the military order of the purple heart,
17 the paralyzed veterans of America, the marine corps league,
18 and the Iowa association of county commissioners and veteran
19 service officers, through their department commanders, shall
20 submit two names respectively from their organizations to the
21 governor. The adjutant general and the Iowa affiliate of
22 the reserve officers association shall submit names to the
23 governor of persons to represent the Iowa national guard and
24 the association. The governor shall appoint from the group of
25 names submitted by the adjutant general and reserve officers
26 association two representatives and from each of the other
27 organizations one representative to serve as a member of the
28 commission, unless the appointments would conflict with the
29 bipartisan and gender balance provisions of sections 69.16 and
30 69.16A. In addition, the governor shall appoint one member
31 of the public, knowledgeable in the general field of veterans
32 affairs, to serve on the commission.
33 EXPLANATION
34 The inclusion of this explanation does not constitute agreement with
35 the explanation’s substance by the members of the general assembly.

1 This bill adds a 12th member to the commission of veterans
2 affairs and requires that the marine corps league recommend
3 for the position two of its members to the governor, who will
4 appoint one, subject to confirmation by the senate.
